FY25 Completed Projects

1. Established In-House Code Department

This year, the Town successfully established its own in-house Code Compliance Department. Previously reliant on outside contractors, we brought code enforcement fully under Town management to ensure a more responsive and consistent approach to upholding community standards. This transition has already resulted in more proactive enforcement, improved communication with residents, and greater continuity in handling violations and repeat offenders.

2. Initiated Setup of Vacation Rental Monitoring Software

Recognizing the challenges presented by unregulated short-term rentals, staff began the implementation of a dedicated vacation rental monitoring platform. This system will allow the Town to track rental activity more accurately, identify non-compliant properties, and improve enforcement of our vacation rental regulations. It also supports better data collection and provides residents with greater confidence that all properties are held to the same standard.

3. Initiated Digitization of Plans and Permits

To modernize our development review process and reduce reliance on paper files, the Town initiated the digitization of building plans and permits. This effort increases efficiency, improves accessibility for staff and applicants, and preserves historical records in a more durable format. Over time, this transition will also free up physical storage space and streamline file retrieval for inspections, plan review, and code enforcement.

4. Transitioned Development Services Files to Laserfische

As part of our broader effort to safeguard critical records and modernize operations, we transitioned all Development Services files to the Town’s Laserfiche system. This move significantly reduces the risk of data loss due to server failures or physical damage and enables staff to organize project files by review cycle for faster access and improved accountability. The Laserfiche platform supports greater transparency and ensures long-term record retention in compliance with public records requirements.

5. Beach Portal Design

The existing beach portal structures are nearing the end of their projected lifespan with one portal having to be demolished because it was in deteriorating condition. This funding, which we have received a grant, will allow for the design of new portals. 

Beach Portal Design began in FY25 and has extended into FY26. Construction of the initial beach portals is expected to begin in mid to late 2026.


6. Beach Renourishment Segment II

This is the second of three payments due to Broward County for beach renourishment.

The second payment was made and the final payment for this project is due in FY26


7. Camera Upgrades Phase II

The second phase will restore reliability and functionality to the remaining portions of the system. 

The camera system upgrades were completed in FY25, ongoing additional improvements are scheduled for FY26.


8. Complete Street Project Design (Bougainvilla / Poinciana)

Design of Bougainvilla/Poinciana includes stormwater, landscape, and hardscape improvements. 

The design project began in FY25 and is expected to be completed in summer of 2026.


9. El Prado Park Refurbishment

El Prado Park’s grassy area is heavily utilized and is deteriorating from the many events that are held on the lawn. Lawn replacement is necessary, as is the replacement of the existing gazebos and the lighted bollards due to continued ongoing issues with corrosion.

Design work was completed in FY25 and Construction was moved to FY26 due to permitting.


10. FDOT A1A - Pine Ave to Palm Ave Paving Upgrades

This will fund the aesthetic and safety upgrades as part of the resurfacing of A1A from Pine to Palm. These upgrades include patterned crosswalks, decorative streetlights, and replacement of the in-pavement warning lighting located at Hibiscus and A1A. 

This funds were allocated to FDOT work is expected to be completed in 1st quarter of 2026.


11. Friedt Park Playground Improvements

Due to the length of time for production of new equipment, installation of the new playground will take place in FY25. The included amount will cover the installation portion of the playground. 

The playground has been completed and ribbon cutting ceremony was held in September 2025


12. Pedestrian / ADA Improvements (Crosswalks)

The Town completed a Pedestrian Study in 2020 that highlighted areas in which the pedestrian infrastructure could be improved to enhance the pedestrian experience. During FY25 we will continue to focus on improving crosswalks, including working with FDOT on potential additional crosswalks on A1A. Improvements are ongoing.

Signage and crosswalks were upgraded at various locations in the community.


13. Public Safety Building Design

Initial design for a new public safety facility to house PBFR/BSO. Currently, the facilities are over 50+ years old and do not meet the needs or requirements of modern-day delivery of these services.  This cost would include hiring a firm to draft an RFP and design a proposed public safety building.  Funds for this project is included in both the CIP (20%) and Fire Fund (80%)

The design process for the Public Safety Building began in FY25 and is ongoing in FY26.


14. Roadway Paving and Refurbishment

This is the first phase of a multi-phased project to resurface and refurbish the Town’s streets. Priority will be established through the Roadway Study completed in FY21 and staff inspections.

Sailfish, Ocean Mist, and W. Terra were repaved during the FY25 program


15. Stormwater Rate Study and Stormwater Master Plan Update

The Storm Water Master Plan laid out approximately $20,000,000 in storm water improvements over the next 20 years, this study was done approximately 5 years. Due to construction costs increasing after COVID and the age of the Master Plan staff recommends updating this plan then utilizing it to complete a rate study to determine whether a storm water fee should be used to help offset these costs.

This project was deferred for a CIP budget.

 

16. Tennis Court Lighting

This will replace the legacy lighting system that often fails, which has required increased maintenance from our electrical contractor with a more energy efficient and less maintenance-intensive LED lighting system.  

This project was completed in December 2024.


17. Traffic Calming Projects and Neighborhood Beautification 

The Town has received requests to review additional traffic-calming measures throughout the community. This funding will be utilized for studies related to traffic-calming and traffic-calming improvements. In addition, funding will be available for neighborhood beautification enhancements associated with these projects. 
Several areas of Town were analyzed for improvements.
