TOWN MANAGER 

Town Manager Ralph (Bud) Bentley is the Town’s chief executive officer and provides the Town Commission with the professional leadership and advice needed to operate the Town and carry out Commission policies. The manager is responsible for executing the administrative duties and tasks assigned by the Commission, including implementing the Town's annual budget. 

Bud began working for the Town in April 2010 as Assistant Town manager and was promoted to Town Manager in April 2016. He has extensive local government experience having started his municipal career in Oregon, worked as an Assistant City Manager in West Palm Beach and Fort Lauderdale, served as City Manager of a New Mexico city, and an Assistant to the County Manager in Broward County. Bud holds Bachelor's and Master's degrees in Public Administration from the University of Oregon and the University of Arizona.

DEPUTY TOWN MANAGER 

Deputy Town Manager Gerald (Tony) Bryan is a Certified Public Accountant. He holds a Bachelor’s degree in Economics from Tulane University, an M.B.A. from Loyola University in New Orleans, and a Master’s degree in Accounting from Nova Southeastern University. He worked for FEMA and Humana as an auditor before joining Carnival Cruises where he worked for nine years, starting as an auditor and eventually was promoted to the position of Vice President of Finance with responsibility for shipboard financial activities. Tony was hired by the Town as Finance Director in 2011.

During his tenure as Finance Director, Tony negotiated a reduction in pre-payment penalties for the Town’s parking system debt before paying that debt off entirely, resolved long-standing IT issues and improved IT service and capability for Town government, solicited banking proposals that resulted in more favorable terms for the Town, assisted with the establishing credit card capability for the Town’s parking meters, resolved outstanding issues in the Town’s financial audit and obtained comment-free audits four years in a row before being promoted to Assistant Town Manager in 2016. 

In 2017 Tony was promoted to Deputy Town Manager. Currently he is responsible for managing the Town’s Finance Department and has supervisory responsibility for the Town Clerk, the Municipal Services Director, and the Town’s IT contractor.

ASSISTANT TOWN MANAGER 

 

Assistant Town Manager Sharon Ragoonan is a seasoned professional manager in municipal government.  She was appointed to the position in July 2017 to assist the Town Manager in administration of Town operations and activities. Her areas of responsibility include oversight of the Department of Development Services, management of the Parking and Solid Waste operations, and coordination of special projects and community initiatives.

Her career in public service started in 1995 as an entry-level clerk in the City of North Miami Beach where she advanced to the position of Assistant Director of Community Development during her 14-year tenure with the organization.  Sharon worked in small suburbs to large metropolitan communities located in Miami-Dade and Broward Counties as Director of Building and Code Compliance in Miami Gardens, Assistant City Manager in Sunny Isles Beach, Building and Minimum Housing Manager in North Miami, Code Compliance Manager in Fort Lauderdale, and in 2016, as the Village Manager of Biscayne Park.  

Active in her community, Sharon is a member of the Professional Management Matters Committee of the Florida City/County Management Association (FCCMA). She held board appointments with the Broward County Planning Council, Florida Atlantic University Broward Alumni Association, North Dade YMCA, Trinidad & Tobago South Florida Chamber of Commerce, and Jasmine Lakes Condominium Association.

Deeply concerned about the level of individual debt in today’s society, Sharon and a business partner launched a national financial literacy campaign known as “Generation Debt Free” to teach teen-agers the basic life skills of managing money.

Ms. Ragoonan holds a Master of Business Administration degree from Florida Atlantic University. She was recognized by the Governor’s Mentoring Initiative and completed the prestigious National Forum for Black Public Administrators Mentor Program.
